EHR
revolving loans available through MDH
The Minnesota Department of Health (MDH) Office of Rural Health
and Primary Care Minnesota is seeking applications for the Minnesota Electronic
Health Record (EHR) Revolving Loan Program to support expanded adoption and
effective use of interoperable electronic health record (EHR) systems and electronic
health information exchange (HIE) to improve health care outcomes and the
provider-patient relationship, and to increase health service delivery
efficiencies.

Accountable
Health Model e-health grant program applications sought
The Minnesota Department of Health (MDH) Office of Health
Information Technology Minnesota is seeking applications for the Minnesota
Accountable Health Model e-Health Grant Program to support the secure exchange
of medical and health-related information among organizations participating in
accountable care organizations, or similar accountable care finance models.
This grant program will help ensure that the secure exchange of medical and
health-related information occurs in a more seamless/real-time way across settings
(e.g., clinics, hospitals, long-term and post-acute care, behavioral health
providers, local public health and/or social services). The exchange of this
information across settings will support and enhance opportunities for
coordination to improve health and health care.
The Request for Proposals is available on the State Innovation Model RFPs page. An
informational call is scheduled for Thursday, April 16 from 10:30 a.m. – noon.
A required, non-binding, Letter of Intent to Respond is due to MDH by 4 p.m.
Central Time on Thursday, April 23. To be considered for funding, proposals
must be received by 4 p.m.

IHP
data analytic project seeks proposals
The Minnesota Department of Human Services (DHS) is requesting
proposals from Integrated Health Partnerships (IHP), formerly called Health
Care Delivery Systems (HCDS), to implement or expand data analytic projects or
tools that will advance their ability to manage cost and quality of health care
and participate effectively in accountable care payment arrangements. This
opportunity is part of a $45 million State Innovation Model (SIM) cooperative
agreement, awarded by The Center for Medicare and Medicaid Innovation (CMMI) to
help implement the Minnesota Accountable Health Model. Work is proposed to
start July 1, 2015.

community advisory task force seeking membership
The Departments of Health and Human Services are seeking
individuals to apply for a position on the State Innovation Model (SIM)
Community Advisory Task Force. Fifteen vacancies are open, including: one
behavioral, mental, and chemical health representative; one provider
representative; one long term care (LTC) representative; one at-large
representative; one employer representative; one social services
representative; one health system representative; one integrated health
partnership (IHP) representative; and one accountable communities for health
grantee (ACH) representative.
The State Innovation Model (SIM) Community Advisory Task Force provides
strategic direction for, engages in, and champions the Minnesota Accountable
Health Model by assisting in the advancement and implementation of the goals
outlined in Minnesota’s SIM project that focus on community and patient engagement,
integration across the continuum of care, and population health improvement.

Traumatic
brain injury advisory committee appointments available
The Department of Human Services is seeking 12 members for the
Traumatic Brain Injury Advisory Council. Vacancies include those for providers
such as acute care hospitals, acute care rehabilitation hospitals, post-acute
care rehabilitation providers, and community based service providers.

CMS
critical access hospital and EMTALA interpretive guidelines covered at upcoming
MHA programs
Sue Dill Calloway, one of MHA’s most popular
speakers, will discuss new interpretive guidelines to the Emergency Medical
Treatment and Labor Act (EMTALA) and the Centers for Medicare and Medicaid
Services’ (CMS) Conditions of Participation for critical access hospitals
(CAHs) at two upcoming programs.
The June 17 program, EMTALA Update 2015, will discuss the most common
EMTALA-related deficiencies cited by CMS for hospitals. This one-day program is
structured to make the complex law and accompanying regulations understandable

The Revised Critical Access Hospital Conditions of Participation 2015 program
on June 18-19 will focus on the 93 page memo issued on Jan. 30, 2015 which
revised and rewrote most of the CAH manual. This is the most significant change
since the manual was first issued and includes changes to the nursing, drugs
and biologicals, pharmacy, dietary, infection control sections, among others.
